

The department Background check of the Aviation Authority Berlin-Brandenburg can be reached by telephone from Monday to Thursday from 9.00 to 11.00 a.m. and from 1.00 to 3.00 p.m. Due to the current situation caused by the corona virus, visits to the department are only possible in exceptional cases by prior appointment and in compliance with the hygiene instructions. Documents (applications, certificates, etc.) can also be handed in by dropping them in the letterbox next to the entrance to the building.
According to § 7 of the Aviation Security Act, the following persons are checked:
A background check is only possible after employment by the company active in the restricted security area or, in the case of student pilots, with a confirmation from the flight training organisation. It is currently not possible to carry out a preliminary background check to improve your chances on the labour market, as the legislator has conclusively defined the group of persons to be checked.
The application is made via the airport’s ID card office. You will also receive the application forms to be filled out there. In addition, you will receive the corresponding certificate there after positive completion of the background check.
The airport´s ID card office also collects the fees. For this purpose, the ID card office sends fee notices to the companies on behalf of the Aviation Security Authority (see FAQ below).

A separate application form is provided for employees of air carriers who do not require an airport identification card. This is also to be used for employees of regulated agents and other companies who, due to their activities, have a direct influence on the security of air traffic.

The Aviation Authority Berlin-Brandenburg is legally competent for background checks on airmen and student pilots whose main place of residence is in Berlin or Brandenburg.
There is a separate application form for the background check of airmen and student pilots. For student pilots, the application must also be stamped and signed by the flight training organisation in the designated space provided. In the case of minors, the application must also be signed by the legal guardians, who must also enclose a copy of their identity card (both sides). The application together with the other enclosures (see FAQ below) must be submitted in original; fax or e-mail will not be accepted.
Together with the notification of the result of the background check, the fee notice will be sent. Payments in advance and cash payments are not possible.

A copy of both sides of the identity card must be enclosed with the completed application. If this is not available, a current certificate of registration of residential addresses must be submitted. This must not be older than four weeks. The residential addresses of the last 10 years must be provided without gaps. In addition, a complete copy of the passport (incl. cover page and all pages, including blank pages) is required.
The Civil Aviation Authority Berlin-Brandenburg (LuBB) endeavours to complete the background check within one month. Unfortunately, despite constant improvement of the processes, delays occur in individual cases. This is particularly the case when there are findings about the person to be checked and files have to be requested from other authorities.
If the background check is required for the exercise of a professional activity, the employer must pay the fees. An exception is made for airmen and student pilots who do not fulfil this requirement. They receive a fee notice with the outcome of the check. The fees for background checks in the context of authorised access to restricted areas of airports are collected via the airport’s ID card office. For this purpose, the ID card office sends fee notices to the companies on behalf of the Aviation Security Authority. If you have any questions about these notices, please contact the staff at the airport´s ID card office first. The collection of fees for background checks of employees of airline and other third party staff (persons who do not require an airport identification card) is regularly carried out directly by the Aviation Security Authority. Further details will be coordinated with the responsible persons of the company, if necessary.
For persons who have already been checked, the application for a background re-check shall be submitted at the latest three months before the expiry of the previous period of validity.
